Charles F. Howard, known more commonly as Charlie Howard, (30 May 1942 – 2 May 2017) was an American politician and had been a member of the Texas House of Representatives since 1995. He was a member of the Republican Party. Howard was a member of the American Legislative Exchange Council (ALEC), serving as Texas state leader.
